The Immortal Principality of Ustalav is a fog-shrouded realm of countless horrors, and a once-proud realm that was shattered by the clawed hands of the Whispering Tyrant, a lich of incredible power.
The Whispering Tyrant was ultimately defeated nine centuries ago by the followers of Aroden—including the then-mortal Iomedae—and sealed away inside his fortress of Gallowspire, but the lich lord’s evil continues to cast a long shadow over his former realm.
Ustalav today is known as a grim backwater dominated by a bickering collection of Varisian counts, where dark things lurk in the woods and travelers are known to disappear without a trace.
The Knights of Ozem, a Iomedaean order based in neighboring Lastwall, continues to inspect and maintain the bindings on the Whispering Tyrant’s lair, but otherwise do not intervene in the troubled land.
The party has had dealings with Ramoska Arkminos, a nosferatu in the service of Conte Tiriac, lord of Varno County in Ustalav.
Kazavon was believed to have been a warlord from Ustalav. The diary and ring of a diplomat from the ancient Ustalavian county of Tamrivena have been found in Scarwall.
